Ms. Harp joined Rainbow Municipal Water District as the Human Resources Manager in May 2016.  As a member of the District’s senior management team, Ms. Harp plans, directs, and oversees the human resources, labor relations, risk management, employee safety, worker’s compensation, and property and liability insurance programs under the administrative direction of the General Manager.

Ms. Harp began her human resources career in the private sector manufacturing industry in North San Diego County.  She served sporting goods brands in the SCUBA and golf industry, and a global leader in the membrane separations technology sector.  She was also a partner in a human resources consulting firm and operated a career services business.

Ms. Harp completed her Bachelor’s Degree in Business Management at the University of Phoenix in 2001. She volunteered for two terms as a Board Member for North County Personnel Association (now North County HR San Diego) from 2002-2004.  She earned dual human resources certifications as a Certified Compensation Professional (CCP) and Global Remuneration Professional (GRP) from World at Work in 2009.

As the Human Resources Manager, Ms. Harp contributes to the District’s Strategic Plan by helping to develop a skilled workforce that is highly motivated and dedicated to the continuous improvement of how the District serves its customers.
