Rick Aragon - Chief Financial Officer
Mr. Aragon is the Chief Financial Officer (CFO) and Treasurer for Rainbow Municipal Water District (RMWD). He is responsible for the planning and administration of the agency’s finances, including oversight and management of the accounting, financial reporting, budgeting and long-range forecasting, rate setting, debt issuance, and administration, grants oversight, treasury management and investments, customer service, and purchasing functions of the District.
Mr. Aragon is a Certified Public Finance Officer with the Government Finance Officers Association of the United States. He holds a bachelor’s degree in accounting from California Baptist University in Riverside. He has over 10 years of prior experience as Chief Financial Officer for municipal water districts in Southern California and over 18 years of experience in governmental finance and accounting. This includes having served as CFO for the Central Basin Municipal Water District, a Los Angeles County member agency of the Metropolitan Water District of Southern California representing over 1.6 million people, as Assistant General Manager and CFO for Rancho California Water District in Temecula, and as Director of Finance for the Coachella Valley Water District in Eastern Riverside County. He has had oversight of investment portfolios and budgets of $500 to $600 million, debt portfolios of $300-$400 million, and grant portfolios of $200-300 million. He has also served as a Senior Advisor on economic, legislative, and complex rate-making issues to Alaska’s Public Utility Commission, which regulates all utilities and common carrier oil and natural gas pipelines in the state.
Rick was hired as CFO at Rainbow in January of 2024.
