Robert Gutierrez, Chief Operations Officer
Mr. Gutierrez is the Operations Manager/Chief Operations Officer for Rainbow Municipal Water District (RMWD). He is responsible for overseeing Maintenance & Construction, Meter Services, Operations, Fleet Services and Waste Water throughout the district.
Mr. Gutierrez is a graduate of Ashford University, where he received his Master’s in Public Administration. He also holds a California State Water Resources Control Board D-5 and T-2 certificates.
He has worked in the water industry since 1995. Starting as a maintenance worker and then transitioning to a utility worker before becoming an operations supervisor. As an operations supervisor, he was also tasked with supervising a direct filtration plant. Most recently as an Operations Manager for the City of Oceanside. As the Operations Manager, he was responsible for managing a groundwater plant, surface water plant, maintenance & construction crew, operations, and SCADA/Electricians.
Before entering the water industry, Mr. Gutierrez enlisted in the United States Marine Corps. As a Marine Reservist, he was deployed to Iraq in support of Operation Iraqi Freedom in 2003. Mr. Gutierrez served one combat deployment as a Staff Sergeant/Platoon Sergeant with 4th LAR Battalion H&S Company.
Mr. Gutierrez was an Adjunct Professor at Palomar College as an instructor in the Water Program teaching Water Distribution I and II. Additionally, he is a State of California Certified Emergency Manager with extensive experience in managing a variety of emergency situations.
Robert was hired as the Operations Manager at RMWD in 2018.
