Mr. Williams joined Rainbow Water as a Project Manager in 2019 and now serves as the District’s Engineering & Capital Improvement Program Manager. Mr. Williams oversees the Engineering Department and all Capital Improvement Projects (CIP) as well as development throughout the District.

Before joining the Engineering team at Rainbow Water, he began his career at Olivenhain Municipal Water District in 2001 as an entry level Utility Worker and was promoted to Inspector and Engineering Services Supervisor.

With more than 10 years of supervisory experience, Mr. Williams has managed multi-million and multi-year projects. Mr. Williams believes it takes a team effort to successfully complete any size project and because all departments are affected they should be involved from the beginning of a project to its completion.

Mr. Williams is a graduate from California State University, San Marcos and holds a Bachelor of Science degree in Political Science. He has Associate's degrees in Public Works Management and Water Technology Education, as well as a CA Distribution Grade III certification.
