Construction Notice: Pipeline 5 Relining

Project Overview
The San Diego County Water Authority is relining approximately 1.7 miles of Pipeline 5 in Fallbrook, west of Interstate 15. The project will not impact any Rainbow Water District supplies or services.
New steel liners will be inserted into the existing pipeline, which will prevent breaks or failures and extend the service life of the pipeline by 75 years or more. To minimize impacts, the relining will take place through seven access portals.
Construction activities will primarily occur inside the pipeline, with excavations occurring at various portal locations. Access to the pipeline will be through portals in the Fallbrook and Bonsall communities.

• Work will take place 24/7 from April 27, 2025 – May 6, 2025.
What to Expect During Construction
• Work crews, heavy construction equipment, noise, dust and required vehicle back-up alarms.
• Lights directed toward the ground and shielded from neighbors to the greatest extent possible.
• Regular work hours—Monday through Saturday from 7:00 am to 7:00 pm— will resume on May 7, 2025.
• Construction is targeted to end in summer 2025.
• Crews will minimize impacts to the maximum extent possible.

- Construction: Fall 2024 to Fall 2025
- Shutdown 1: November 3-12, 2024 (24-hour work)
- Shutdown 2: April 27-May 6, 2025 (24-hour work)
